The health bill that House Speaker Nancy Pelosi is bringing to a vote (H.R. 3962) is 1,990 pages. Here are some of the details you need to know.
What the government will require you to do:
· Sec. 202 (p. 91-92) of the bill requires you to enroll in a "qualified plan." If you get your insurance at work, your employer will have a "grace period" to switch you to a "qualified plan," meaning a plan designed by the Secretary of Health and Human Services. If you buy your own insurance, there's no grace period. You'll have to enroll in a qualified plan as soon as any term in your contract changes, such as the co-pay, deductible or benefit.
· Sec. 224 (p. 118) provides that 18 months after the bill becomes law, the Secretary of Health and Human Services will decide what a "qualified plan" covers and how much you'll be legally required to pay for it. That's like a banker telling you to sign the loan agreement now, then filling in the interest rate and repayment terms 18 months later.
On Nov. 2, the Congressional Budget Office estimated what the plans will likely cost. An individual earning $44,000 before taxes who purchases his own insurance will have to pay a $5,300 premium and an estimated $2,000 in out-of-pocket expenses, for a total of $7,300 a year, which is 17% of his pre-tax income. A family earning $102,100 a year before taxes will have to pay a $15,000 premium plus an estimated $5,300 out-of-pocket, for a $20,300 total, or 20% of its pre-tax income. Individuals and families earning less than these amounts will be eligible for subsidies paid directly to their insurer.
· Sec. 303 (pp. 167-168) makes it clear that, although the "qualified plan" is not yet designed, it will be of the "one size fits all" variety. The bill claims to offer choice-basic, enhanced and premium levels-but the benefits are the same. Only the co-pays and deductibles differ. You will have to enroll in the same plan, whether the government is paying for it or you and your employer are footing the bill.
· Sec. 59b (pp. 297-299) says that when you file your taxes, you must include proof that you are in a qualified plan. If not, you will be fined thousands of dollars. Illegal immigrants are exempt from this requirement.
· Sec. 412 (p. 272) says that employers must provide a "qualified plan" for their employees and pay 72.5% of the cost, and a smaller share of family coverage, or incur an 8% payroll tax. Small businesses, with payrolls from $500,000 to $750,000, are fined less.
Eviscerating Medicare:
In addition to reducing future Medicare funding by an estimated $500 billion, the bill fundamentally changes how Medicare pays doctors and hospitals, permitting the government to dictate treatment decisions.
· Sec. 1302 (pp. 672-692) moves Medicare from a fee-for-service payment system, in which patients choose which doctors to see and doctors are paid for each service they provide, toward what's called a "medical home."
The medical home is this decade's version of HMO-restrictions on care. A primary-care provider manages access to costly specialists and diagnostic tests for a flat monthly fee. The bill specifies that patients may have to settle for a nurse practitioner rather than a physician as the primary-care provider. Medical homes begin with demonstration projects, but the HHS secretary is authorized to "disseminate this approach rapidly on a national basis."
A December 2008 Congressional Budget Office report noted that "medical homes" were likely to resemble the unpopular gatekeepers of 20 years ago if cost control was a priority.
· Sec. 1114 (pp. 391-393) replaces physicians with physician assistants in overseeing care for hospice patients.
· Secs. 1158-1160 (pp. 499-520) initiates programs to reduce payments for patient care to what it costs in the lowest cost regions of the country. This will reduce payments for care (and by implication the standard of care) for hospital patients in higher cost areas such as New York and Florida.
· Sec. 1161 (pp. 520-545) cuts payments to Medicare Advantage plans (used by 20% of seniors). Advantage plans have warned this will result in reductions in optional benefits such as vision and dental care.
· Sec. 1402 (p. 756) says that the results of comparative effectiveness research conducted by the government will be delivered to doctors electronically to guide their use of "medical items and services."
Questionable Priorities:
While the bill will slash Medicare funding, it will also direct billions of dollars to numerous inner-city social work and diversity programs with vague standards of accountability.
· Sec. 399V (p. 1422) provides for grants to community "entities" with no required qualifications except having "documented community activity and experience with community healthcare workers" to "educate, guide, and provide experiential learning opportunities" aimed at drug abuse, poor nutrition, smoking and obesity. "Each community health worker program receiving funds under the grant will provide services in the cultural context most appropriate for the individual served by the program."
These programs will "enhance the capacity of individuals to utilize health services and health related social services under Federal, State and local programs by assisting individuals in establishing eligibility . . . and in receiving services and other benefits" including transportation and translation services.
· Sec. 222 (p. 617) provides reimbursement for culturally and linguistically appropriate services. This program will train health-care workers to inform Medicare beneficiaries of their "right" to have an interpreter at all times and with no co-pays for language services.
· Secs. 2521 and 2533 (pp. 1379 and 1437) establishes racial and ethnic preferences in awarding grants for training nurses and creating secondary-school health science programs. For example, grants for nursing schools should "give preference to programs that provide for improving the diversity of new nurse graduates to reflect changes in the demographics of the patient population." And secondary-school grants should go to schools "graduating students from disadvantaged backgrounds including racial and ethnic minorities."
· Sec. 305 (p. 189) Provides for automatic Medicaid enrollment of newborns who do not otherwise have insurance.

- $30 million for a spring training baseball complex for the Arizona Diamondbacks and Colorado Rockies.
- $11 million for Microsoft to build a bridge connecting its two headquarter campuses in Redmond, Wash., which are separated by a highway.
- $430,000 to repair a bridge in Iowa County, Wis., that carries 10 or fewer cars per day.
- $800,000 for the John Murtha Airport in Johnstown, Pa., serving about 20 passengers per day, to build a backup runway.

He had been subjected to intense pressure to attend and offer remarks.
Especially so by liberals who have demeaned and criticized him for a decade for not joining their ranks.
Yet, at the Lincoln Memorial, instead of paying homage to Barack Obama, Tiger paid tribute to our soldiers.
Not once did Tiger mention Obama, the inauguration or the new administration.
Understanding that expressing his love for America and his appreciation for our military men and women would disappoint the national news media and the liberal left, he did what he thought was best for the people of our country.
But Tiger, being is his own man, just as his father taught him to be his own man.
Somewhere over that cold, gray Washington sky, Colonel Earl Woods was smiling down on his beloved son.

Every time you apologized to other countries for America 's position on an issue we have wondered why you don't share our pride in this great country. When you have heard foreign
leaders berate our country and our beliefs, you have not defended us. In fact, you insulted the British Crown beyond belief.

You denied having heard recriminations of that nature, we wondered how that could be. You later disassociated yourself from that church and Pastor Wright because it was politically

We seek, by protesting, to let our representatives know that we are not in favor of these crippling expenditures and we are labeled "un-American","racist", "mob". We wonder how we are supposed to let you know how frustrated we are. You have attempted to make our protests seem isolated and insignificant.

On September 11, 2001 there were no Republicans or Democrats, only Americans. And we all grieved together and helped each other in whatever way we could. The attack on 9/11 was carried out because we are Americans.

Anxious to avoid raising taxes too much to pay for their health care proposals, the Obama Administration and its Congressional allies hit on a great new idea: Make the states raise their taxes to fund the program instead.
Both the House and the Senate bills require that states cover a larger percentage of their people under Medicaid - a joint state and federally funded program. The idea was to force the state to raise their taxes to cover a big part of the health care bill for treating poor people. Since the Feds can simply charge any increase in spending to their already overdrawn bank account, but the states have to balance their budgets, the increased state spending for Medicaid will cause sharp increases in state taxes. And the Governors will get the blame, not Obama and not the Congress.
The House bill requires states to give Medicaid to those whose incomes are less than 150% of the poverty level while the Senate requires coverage up to 125%. For most states, this is a hefty increase.
In some states, like New York, where Medicaid covers everyone making 150% of the poverty level already, there will not be any extra required spending.
But not so in California, which only covers 100% of the poverty level. Were the House bill to pass, the already fiscally beleaguered state would have to increase its Medicaid spending on poor people by 50%, at least an extra $2 billion a year and perhaps more.
In many Southern states, the Medicaid program only covers a portion of those living below the poverty level. For these states, the requirement to cover all those in poverty and then 50% more will cause enormous increases in taxes. In Arkansas and Louisiana, where swing Senators Pryor, Lincoln, and Landrieu come from, the cost could exceed $1 billion for each state each year.
Unfunded mandates for state spending imposed from on high in Washington have always rankled governors. The Senators and Congressmen in Washington get the credit for spreading largesse but the Governors in the states get the blame for the taxes that are needed to pay for it.
Since Democrats currently control the vast majority of governorships, this process of making their own party members take the rap for raising taxes is politically self-destructive in the extreme. But Obama is so desperate to pass his health care legislation that he doesn't care what havoc in his party he reaps in the process.
The question now is whether the governors of the fifty states, particularly the Democrats, are going to sit idly by and let their budgets be destroyed by the health care bill.
When the Republicans in Congress insisted on tacking big cuts in aid to legal immigrant benefits for disability and other areas onto the welfare reform bill, it was the Republican governors who forced them to repeal the pernicious cuts the very next year. They did not want to have to raise taxes to make up for the withdrawal of federal funding.
Now the Democratic governors face the same situation. If Obamacare passes with its expansion of Medicaid benefits - but with no federal funding of the extra spending - it is these Democrats and their legislatures that will have to bite the bullet and pass new taxes to pay for it.
Since states are already facing mammoth financial problems as a result of dwindling revenues and swelling expenditures in the recession, these additional burdens could be politically fatal. Unless Democratic governors want to avoid the fate of one of their late brethren, former Governor Jon Corzine of New Jersey, whose political career was ended in a blaze of new taxes, they might want to call their buddies in Congress and ask them to lay off the unfunded mandates, particularly during this recession.

Reid filed a motion to introduce the bill yesterday, Monday, Nov. 16. Anticipating a Republican objection, the bill would be pushed onto the Senate calendar.
BUT... Reid's action last Tuesday sets up a critical vote this week on a motion to proceed to the bill. Such a motion would require 60 votes to succeed -- and there's a GOOD CHANCE that Reid does NOT have those 60 votes!
Reid needs a majority (51) to pass the motion to proceed so the Senate can begin debating and amending the bill. If Republicans filibuster this motion, he will need 60 votes to invoke cloture and shut off debate.

The CBO estimates that H.R. 3962, the health bill that the House passed, would cost $1.2 TRILLION over 10 years, including the cost to states for mandated Medicaid expansion ($34 billion), the "Doc Fix" ($245 billion), and authorized discretionary spending for grants, public programs, changes and funding for a variety of agencies that would be responsible for implementing H.R. 3962. The bill protects trial lawyers. The bill gives money (authorized at "such sums") to states that enact "certificate of merit" (a document signed by a medical professional that says there is a probability that the standard of care was violated) and / or a certificate of "early offer" (an early, confidential apology) laws, as long as the states don't limit attorneys' fees or impose caps on damages. The current version will give billions of dollars of taxpayer healthcare benefits to ILLEGAL ALIENS in America. It would allow illegal aliens to use the new healthcare "exchange" and would not require verification to keep illegal aliens out of the other parts of the proposed federal healthcare system. Members of the Congressional Hispanic Caucus fought back against reports that leaders would add Senate language to block illegal immigrants from participating in the insurance exchange. It will create a nationwide federal government program, the "public option," which will pay for abortion on demand -- with federal funds, of course, because that is what federal agencies spend. Liberals in the House AND the Senate ignored us when the majority said, "NO BAILOUT." They ignored us when the majority said, "NO FAKE STIMULUS." Now, they're trying to ignore us when the majority demands with a clear voice, "NO GOVERNMENT TAKEOVER OF HEALTH CARE!"

In the face of an estimated $1.85 trillion federal budget deficit for FY2009 and projected trillion dollar annual deficits for the foreseeable future, how can anyone in Congress vote for this health care plan, which will cost over $1 trillion over the next ten years? Plus, Congress is facing at least $53 trillion of unfunded liabilities due to its passage of the previous entitlement programs, Social Security, Medicare, Medicaid, and the recent addition of prescription drug coverage for Medicare. How can anyone in Congress vote for a new entitlement program for health care when Congress has not even begun to face up to this unfunded liabilities problem?

Several Democrats have said they will not vote for the bill. Remember cloture is a three day process - file on day one, day two is an intervening day and the vote occurs on day three. Senate Majority Leader Harry Reid (D-NV) last Tuesday laid the groundwork for the Senate's healthcare reform debate to start TODAY - Tuesday, Nov. 17th. Reid filed a motion to introduce the bill yesterday, Monday, Nov. 16. Anticipating a Republican objection, the bill would be pushed onto the Senate calendar.
BUT... Reid's action last Tuesday sets up a critical vote this week on a motion to proceed to the bill. Such a motion would require 60 votes to succeed -- and there's a GOOD CHANCE that Reid does NOT have those 60 votes!
Reid needs a majority (51) to pass the motion to proceed so the Senate can begin debating and amending the bill. If Republicans filibuster this motion, he will need 60 votes to invoke cloture and shut off debate.

The CBO estimates that H.R. 3962, the health bill that the House passed, would cost $1.2 TRILLION over 10 years, including the cost to states for mandated Medicaid expansion ($34 billion), the "Doc Fix" ($245 billion), and authorized discretionary spending for grants, public programs, changes and funding for a variety of agencies that would be responsible for implementing H.R. 3962. The bill protects trial lawyers. The bill gives money (authorized at "such sums") to states that enact "certificate of merit" (a document signed by a medical professional that says there is a probability that the standard of care was violated) and / or a certificate of "early offer" (an early, confidential apology) laws, as long as the states don't limit attorneys' fees or impose caps on damages. The current version will give billions of dollars of taxpayer healthcare benefits to ILLEGAL ALIENS in America. It would allow illegal aliens to use the new healthcare "exchange" and would not require verification to keep illegal aliens out of the other parts of the proposed federal healthcare system. Members of the Congressional Hispanic Caucus fought back against reports that leaders would add Senate language to block illegal immigrants from participating in the insurance exchange. It will create a nationwide federal government program, the "public option," which will pay for abortion on demand -- with federal funds, of course, because that is what federal agencies spend. Liberals in the House AND the Senate ignored us when the majority said, "NO BAILOUT." They ignored us when the majority said, "NO FAKE STIMULUS." Now, they're trying to ignore us when the majority demands with a clear voice, "NO GOVERNMENT TAKEOVER OF HEALTH CARE!"

WASHINGTON, D.C. -- The League of American Voters and Dick Morris have launched GenHope.com, a powerful Web hub for an intensive education campaign to generate public opinion among young voters to defeat Obamacare.
"The key vulnerability in Obama's healthcare plan is the financial burden it will impose on young people and their families,” said Morris, the chief strategist of the League of American Voters. “It threatens them with jail if they do not either get high cost health insurance (averaging $15,000 per family in premiums) or pay a fine of 2.5 percent of their income to the government. With friends like these, the young uninsured Americans don't need enemies."
The League’s campaign, billed “Generation Hope,” is targeted toward the difficult-to-reach voters, ages 18-29, who don’t watch cable news or closely follow politics. It blends a traditional paid-media strategy on broadcast television with a “new media” campaign powered by a cutting-edge Web operation.
“Voters under 30 are the strongest supporters of Obama’s plan,” said Bob Adams, executive director of the League of American Voters. “Until they learn Obama imposes heavy fines on them, not to mention taxes on wheelchairs, pacemakers, and even breast-milk pumps for working mothers — all to pay for his expensive plan. And that’s just the tip of the dirty needle.”
The under-30 age group gave Barack Obama 66 percent of their vote in the 2008 presidential election, and are the last remaining age demographic group still onboard with the president’s plan.
Seniors originally backed Obamacare, but the League and others launched a national campaign exposing its dangers to the elderly. Almost every national poll today shows seniors strongly oppose Obamacare.
"We believe young voters will wake up to the dangerous reality of Obamacare, just like seniors did," Adams explained.
The League has strong evidence its outreach to young people will work.
A recent League survey found a collapse in support among young voters when they learned the details of the plan.
Under-30 voters backed “the healthcare bill making its way through Congress and supported by President Obama” by a margin of 58 percent to 30 percent, according to the survey.
But when the same groups of voters were provided a fair and unbiased description of the plan, support dropped 13 points to a margin of 55 percent to 40 percent When told specific details of the plan — such as taxes for medical devices, unrealistic cost estimates, rationing for the elderly, and cuts to Medicare — under-30 voters opposed by a margin of 43 percent to 45 percent — a nosedive of 30 points.
To complement its Web strategy, the League is also running a series of TV spots targeted at under-30 voters in keys swings states.
The first ad began airing in four states and is a take-off of the famous Mac commercial. The ad also runs on GenHope.com.
“This is ‘reality-based’ politics, not the ‘make-believe’ fantasy world painted by the White House,” Adams said. “The ‘game’ is over when young people learn just how devastating Obamacare will be for their future and families.”

Barack Obama, liberal Speaker of the House Nancy Pelosi, and Senator Reid have targeted YOU and me, and every American, with this socialized medicine nightmare! The United States is lurching towards socialism--- unless we stop them RIGHT NOW! Reid has called for a procedural vote, as early as SATURDAY. So your VOICE must be heard TODAY!!!
In order to obtain the passage of PELOSICARE/OBAMACARE in the House of Representatives, liberals agreed to pass the Stupak-Pitts Amendment which provided that no federal funds would be used for abortions As you know, there are a few "Blue Dog" Democrats, with pro-life constituencies. Some of them voted for the amendment, of course. But since the amendment passed, and the anti-abortion language was left in the bill, these "Blue Dogs" voted FOR the overall BAD bill. So, as a result , the liberals experienced a great victory (by only 3 votes!). As you know, it has now been forwarded on to the Senate.

Senator Reid claims to finally have a bill that will satisfy most Democratic senators, but it has been shrouded in secrecy. Republicans have been totally SHUT OUT of the process. Senator Reid claims to finally have a bill that will satisfy most Democratic senators, but it has been shrouded in secrecy. Republicans have been totally SHUT OUT of the process. Senate Majority Leader Harry Reid (D-NV) last Tuesday laid the groundwork for the Senate's healthcare reform debate to start TODAY - Tuesday, Nov. 17th. Reid filed a motion to introduce the bill yesterday, Monday, Nov. 16. Anticipating a Republican objection, the bill would be pushed onto the Senate calendar.
BUT... Reid's action last Tuesday sets up a critical vote this week on a motion to proceed to the bill. Such a motion would require 60 votes to succeed -- and there's a GOOD CHANCE that Reid does NOT have those 60 votes!
Reid needs a majority (51) to pass the motion to proceed so the Senate can begin debating and amending the bill. If Republicans filibuster this motion, he will need 60 votes to invoke cloture and shut off debate.
THIS IS IT -- one of our BEST chances to kill this bill, before it even gets off the ground!
Remember, this bill is the worst of all possible bills. It's chock full of every far-left special interest socialistic dream imaginable. Here's some of what's in its TWO THOUSAND PAGES:
The CBO estimates that H.R. 3962, the health bill that the House passed, would cost $1.2 TRILLION over 10 years, including the cost to states for mandated Medicaid expansion ($34 billion), the "Doc Fix" ($245 billion), and authorized discretionary spending for grants, public programs, changes and funding for a variety of agencies that would be responsible for implementing H.R. 3962.
The bill protects trial lawyers. The bill gives money (authorized at "such sums") to states that enact "certificate of merit" (a document signed by a medical professional that says there is a probability that the standard of care was violated) and / or a certificate of "early offer" (an early, confidential apology) laws, as long as the states don't limit attorneys' fees or impose caps on damages.
The current version will give billions of dollars of taxpayer healthcare benefits to ILLEGAL ALIENS in America. It would allow illegal aliens to use the new healthcare "exchange" and would not require verification to keep illegal aliens out of the other parts of the proposed federal healthcare system.
Members of the Congressional Hispanic Caucus fought back against reports that leaders would add Senate language to block illegal immigrants from participating in the insurance exchange. It will create a nationwide federal government program, the "public option," which will pay for abortion on demand -- with federal funds, of course, because that is what federal agencies spend. Liberals in the House AND the Senate ignored us when the majority said, "NO BAILOUT."
They ignored us when the majority said, "NO FAKE STIMULUS." Now, they're trying to ignore us when the majority demands with a clear voice, "NO GOVERNMENT TAKEOVER OF HEALTH CARE!"
We all remember when President Obama stood in front of a joint session of Congress -- and LIED. He LIED when he said they weren't planning to set up "end-of-life panels" -- his cronies have promoted the idea for a long time now. He LIED when he said his "reforms" wouldn't insure illegal aliens -- it has been clearly shown that there would be NO WAY to prevent this from happening. He LIED when he said that his "government option" health care plan would not force taxpayers to pay for abortions -- the Obama-backed House bill would explicitly authorize the federal government insurance plan to pay for elective abortions and would explicitly authorize taxpayer subsidies for private abortion insurance.
The American people are TIRED of being lied to -- which is why over ONE MILLION of us went to Washington, D.C., to bring the voice of the MAJORITY to the doorstep of Congress. You see, the "sleeping giant" in America has been awoken... and we aren't going back to sleep... not while our own government tries to cram a socialist health care plan down our throats!
And on top of all of this... the fact remains that we can't AFFORD this plan! In the face of an estimated $1.85 trillion federal budget deficit for FY2009 and projected trillion dollar annual deficits for the foreseeable future, how can anyone in Congress vote for this health care plan, which will cost over $1 trillion over the next ten years? Plus, Congress is facing at least $53 trillion of unfunded liabilities due to its passage of the previous entitlement programs, Social Security, Medicare, Medicaid, and the recent addition of prescription drug coverage for Medicare. How can anyone in Congress vote for a new entitlement program for health care when Congress has not even begun to face up to this unfunded liabilities problem?
